Pakistan, Kuwait Hold Early Talks on Expanded Defence Cooperation

Pakistan and Kuwait are holding early discussions on expanding their defence cooperation as both countries explore closer security and economic ties, according to sources familiar with the negotiations.

The proposed agreement remains under discussion and no final decisions have been made. Sources said the talks could also be influenced by ongoing regional tensions, particularly between the United States and Iran.

Officials familiar with the discussions said Kuwait is seeking a broader security partnership that could include military personnel, fighter aircraft, drones, air defence capabilities and other forms of defence cooperation. Pakistan, however, is reviewing the scope of any possible agreement and has not committed to deploying combat troops.

One source said Pakistan views the existing defence relationship with Kuwait differently from its long-standing military partnership with Saudi Arabia, suggesting any future arrangement with Kuwait may be more limited in scope.

The discussions build on a defence agreement signed by Pakistan and Kuwait in 2023 that focuses on military training and joint exercises. In recent years, several Gulf countries have explored stronger regional defence partnerships as they reassess their long-term security arrangements.

Alongside defence cooperation, Pakistan is seeking greater collaboration in the energy sector. Sources said Islamabad is interested in expanding energy security through investment and cooperation, including possible fuel storage projects that would strengthen the country's strategic reserves.

The negotiations are also taking place as Pakistan balances its regional relationships amid heightened tensions involving Iran and Gulf states. Analysts caution that any broader defence commitments would require careful consideration to avoid overstretching Pakistan's military responsibilities.

Neither Pakistan's military media wing nor Kuwait's Ministry of Information publicly commented on the reported discussions. With negotiations still at an early stage, the outcome and scope of any future agreement remain uncertain.
